I have been to Manila, Cebu, Bohol, Mindanao (Butuan City) and Camiguin Island and not at any time did I feel in danger.

Most of the shopping malls have guards at the door and there can be some armed forces driving around during festivals, but I have never felt in danger while in The Philippines and I have been there 4 times in the last two years.

Security is noticeable in most places I have been and enjoyed myself and felt safe. The biggest common daily threat is pocket picking and street kids asking for money but they are more of an annoyance than a danger.
